CARA is one with animal welfare groups, animal rescuers, and responsible pet owners in opposing QC Ordinance 2386. We thank everyone who joined us in showing disgust over this half-baked and poorly-crafted ordinance, which sought to limit the number of pets per home to four.

 

Good Riddance, QC Ordinance 2386!

Yesterday afternoon, representatives from different Animal Welfare groups, including PAWS, PART, Save ALL, and CARA, PDI columnist Neal H. Cruz, and some concerned pet parents, had a meeting with Vice Mayor Joy Belmonte about the controversial Quezon City Ordinance. A lot of things were covered, but here are the important points discussed, and resolutions reached:

1) Ordinance number 2386 is completely superseded. To make sure that it will not be resurrected in the future, the Veterinary Code will be amended and a line will be added which will state that ordinance 2386 has been repealed.

2) The Quezon City government will work closely with the groups that were present to amend Ordinance 2389. We all received a copy of 2389 and we have to submit by next week our position papers. The local government also asked the group to recommend someone to help write the amendment.

3) It was suggested that an AW group, particularly PAWS, because PARC or PAWS Animal Rehabilitation Center is in QC, apply for accreditation. This way, they’d be the main partner in QC for Animal Welfare matters, including the chance to manage and rehabilitate the Quezon City Pound.

4) Education is key. We encouraged the city to create programs to educate their citizens about responsible pet ownership, spay and neutering their pets, etc. The 4 AW groups offered to help the city government by providing resource persons. The city employees should also be informed about the law and the changes. One suggestion is for the AW groups to attend a “Liga ng mga Barangay” meeting so that proper information would reach the barangay level.

5) The press office of QC will come out with another statement telling people that ordinance 2386 has been repealed. For real.
